1878 City Hall floor plan

Second floor: The original main or first floor included a reception room and the office for City Messenger, where an array of communication devices, 50 speaking tubes, 50 electric bells and 50 annunciators connected all City Hall departments. Next to the Messenger's Office was an ornate reception room, 23 feet by 33 feet, with large mirrors hung at each end. The walls were finished in mahogany and stamped leather. Today the Tax Assessor's Office remains where it was originally, as does the Mayor's Office, including his private Washington Street entrance and staircase to his second floor office.
