Fourth floor: Offices of the City Engineer dominated this floor at the beginning, along with adjacent offices for Fire Department Engineer, City Hall Engineer, Superintendent of Lights, and Superintendent of Public Buildings. It must be remembered that Mayor Thomas Doyle made ambitious moves to accommodate growth in the city, expanding services and facilities, revamping city departments, filling Cove Basin, leveling Fox Hill on Fox Point, and building a new waterworks and sewage plant, as well as a number of new streets and bridges. Work to modernize the city was the order of the day on this floor.
