The current Home Rule Charter provides for the election of a Mayor every four years. Operating under a so-called strong mayor form of government, the Mayor exerts a great deal of control over most city departments, including finance, and has appointive powers in selecting department heads and the members of most boards and commissions. The Mayor also prepares the annual city budget which is submitted to the City Council sixty days prior to the end of the fiscal year (which is June 30th).
The Mayor's Office includes the Mayor's staff of administrators, policy advisors, community coordinators, press personnel, writers, special events coordinators, and clerical staff who oversee and coordinate the Mayor's programs and activities.

The Office of Neighborhood Services is an extension of the Mayor's Office and serves as a point of contact for Providence residents seeking to resolve a city-related or neighborhood concern. A staff of Neighborhood Coordinators handles each complaint or suggestion and will help resolve the issue.

Mayor's Anti-Graffiti Hotline

Since its inception in September 1993, the Mayor's Anti-Graffiti Network has removed more than 15,000 graffiti "tags" across the city. The Anti-Graffiti Patrol is dispatched by radio and removes paint with an airless paint sprayer, or with high pressure water and sand called hydrosanding, or with soluable chemicals.

City Council

The City Council is the elected body that drafts and passes ordinances within powers defined by the City Charter. There is one council person for each of the city's fifteen wards. They are elected to four-year terms concurrent with the Mayor. The Council's major legislative responsibility is the approval of the city's budget. It has the authority to amend or alter the budget before final passage.
Regular Council sessions are held on the first and third Thursday of each month at 7:30 p.m. They meet only once each month during July and August.

The City Clerk operates under the auspices of the City Council. This department is responsible for maintaining and making available minutes and all other documentary materials produced as a result of Council meetings as well as those of its subcommittees, and meetings of the retirement board. The City Clerk maintains a journal of the proceedings of the Council and all ordinances and resolutions produced by that legislative body.

The City Archives operates as a division of the City Clerk's Office. The archives maintains an impressive collection of maps, manuscripts and printed materials that cover the period 1636 to the present. Of particular interest to historians and genealogists are its collection of early city directories and vital records. The archives is open daily from 8:30 till 4:30 p.m. Calling for an appointment is recommended.

City Sergeant

The City Sergeant works in conjunction with the City Clerk's Office in the distribution of all docket and other agenda material for City Council meetings. The City Sergeant's duties also include the service of writs, summonses and other legal instruments under the direction of the City Solicitor.

Municipal Court

The Providence Municipal Court operates out of central police headquarters at LaSalle Square. The court is presided over by three justices who hear cases related to violations of the city's parking and traffic regulations. The court begins its session each weekday at 8:00 a.m. Moving violations are heard on Tuesday morning.

The judge of the Probate Court is elected by the City Council and serves for a term of six years. The court oversees the administration of deceased estates as well as personal estates which are administered by guardians or administrators.

Housing Court

In November 1986 the voters of Providence approved the creation of a Housing Court for the city. The court began operations on October 1, 1987. The Housing Court adjudicates all alleged violations of both local and state housing codes and zoning laws. The court is presided over by a Chief Justice and two Associate Justices. Hearings are scheduled Tuesday through Thursday beginning at 1:30 p.m., and on Friday from 1:00 p.m. until 8:00 p.m.

The Board of Licenses consists of five members appointed by the Mayor and approved by the City Council. The Board of Licenses is responsible for approving, denying and regulating of licenses issued under its authority. Some examples of these licenses are liquor, food, Sunday sales, peddlers, bingo, entertainment, etc.

The City Controller is responsible for all monetary disbursements including payroll, and controls all expenditures to ensure that budget appropriations are not exceeded. Furthermore, the Controller maintains a general accounting system for the city and examines all contracts, purchase orders, and other documents which involve financial obligations of the city. The controller also submits a monthly financial report to the city council showing the financial condition of the city.

The Providence Civic Center is a public entertainment facility with a maximum seating capacity of 14,500. The Civic Center features sporting events, concerts, family shows, and assemblies in addition to other special events. It is also home to the Providence Bruins hockey team, and the Providence College Friars basketball team. The Civic Center also hosts public skating. Group discounts for events are available.

Emergency Management Agency (Civil Defense)

The Emergency Management Agency works with city departments and The Red Cross to maintain all shelters for natural disasters. Supported by The Federal Emergency Act (FEMA), the Emergency Management Agency provides first-aid kits to schools, services radiological equipment, and represents the city in treating all hazardous material.

The Finance Department reviews the city departments' and agencies' budgetary performance. Housing Authority

The Providence Housing Authority administers 2,500 units of housing assistance to low-income families at six elderly/disabled high-rise developments, six multi-family housing projects, and over 185 scattered-site single-family and duplex homes throughout the city. The PHA also administers 2,300 units of section 8 housing maintained by private property owners throughout the city.

The Department of Inspection and Standards enforces compliance with the RI. State Building Code in the City of Providence and monitors compliance with Electrical, Mechanical, Plumbing, Minimum Housing, and Zoning Codes. The department also oversees all regulations pertaining to weights and measures and the licensing requirements for construction.

The Department of Law, City of Providence (Office of the City Solicitor) oversees all legal duties for the city, including those for the City Council. The City Solicitor acts as the chief legal advisor for the city. This department is responsible for drafting city ordinances and resolutions, and prepares the city's legislative package which is submitted annually to the General Assembly. The Law Department also oversees the prosecution or defense of any action which involves the city. This office also reviews all legal documents and contracts executed by various departments of city government.

The Providence Police Department protects the life, liberty and property of residents. It enforces the city's laws and ordinances, preserves peace and public order, engages in criminal justice planning, and carries out programs designed to prevent crimes before they occur. The Providence Plan

The Providence Plan is a joint venture between city and state government to provide opportunities for the people of Providence that address the causes of poverty and urban decline. At its inception, The Providence Plan set five basic goals designed to improve the quality of life for those who reside within the Capital City; 1) put people to work; 2) retain the city's middle class; 3) make the city's neighborhoods safe and livable; 4) prepare today's children for tomorrow's jobs; and 5) provide affordable housing. Recently, the City of Providence was designated an Enterprise Community by the Department of Housing and Urban Development. A $3 million award that accompanies this designation will fund a variety of job and business development programs as well as the expansion of "Child Opportunity Zones" within the city's poorer neighborhoods.

The Public Works Administration performs a variety of city services that includes snow removal, sanitation control, vehicle towing, and all permits related to the removal of refuse from the city. Vending licenses on public rights of way are issued by this division. The Highway Division is responsible for maintaining city roads and sidewalks. This division also oversees the installation of guardrails and handicapped curb cuts, painting crosswalks, resurfacing roads, and repairing potholes. The Environmental Division oversees litter, rodent and vermin control, environmental enforcement, and matters of sanitation and recycling as well as street sweeping (467-7950, ext. 46). The Sewer Division is responsible for the maintenance of all city-owned sewer lines, catch basins, and the cleaning and/or flushing these lines and basins (467-7950, ext. 32).
The Engineering Division issues all permits relating to roadway and sidewalk excavation, sewer lines, and other public right-of-way matters. In addition, maintains records identifying plats, lots, streetline, sewer tie-ins, curbs, driveways, and similar matters. This division also runs the Fox Point Hurricane Barrier (467-7950,ext. 25).

The Department of Recreation plans and administers all recreation programs throughout the City of Providence for people of all ages. Roger Williams Park offers many attractions for its visitors including a carousel, paddle boats, a Children's Nature Center, the Museum of Natural History and Planetarium, and a zoo. The park is situated on 430 acres which includes eight lakes and one pond. Roger Williams Park Zoo has a collection of 450 animals and birds for public viewing. The third oldest zoo in the Nation and the first accredited zoo in new England, Roger Williams Park Zoo attracts more than 650,000 visitors annually.

The School Department oversees the operation all Providence Public Schools, however, control of the public school system is vested in a school board consisting of nine members. These are appointed by the Mayor with the approval of the City Council. The school system comprises thirty-six schools: six senior high schools, one vocational school, one alternative high school, six middle schools, twenty-two elementary schools and one special education center. Approximately 24,000 students are currently enrolled in the Providence School System. Of that total 40 % are Latino, 25 % White, 23 % African American, 11 % Asian and slightly less than 1 % Native American. Sixty-four languages are currently represented in Providence's school age population. This department also answers questions about the city schools in general. However, specific questions or problems concerning a school should be directed at that specific school.

The Tax Assessor functions under the direction of the Finance Director. This office exercises power relative to the assessment of municipal taxes as well as maintaining records on these assessments. The Tax Assessor works in conjunction with the Board of Tax Assessment Review which considers appeals submitted to it by taxpayers wishing to appeal their assessments. The Assessor also supervises the activities relative to tax revaluation.

The City Collector bills and collects all taxes, real and personal, tangible and intangible, from city residents and businesses. It also reissues new tax bills and provides tax information and assistance when a resident has a problem or question. The Collector's Office is also responsible for collecting all other rents, charges or fees due to the city or any of its agencies. All monies received by the Collector's Office are turned over to the City Treasurer.

The Traffic Engineering Department provides for the safe and efficient movement of people and goods on roads within the city. The City Treasurer maintains, independent of the City Controller's Office, a set of records which accurately reflects the financial position of the city. The Treasurer also acts as custodian for all public funds and selects depositories for those funds. The office, in addition, supervises the preparation of bond ordinances, advertisements and delivery subject to the provisions of state law and the city charter.
The City Treasurer is elected by a majority vote of the members of the City Council to a four-year term concurrent with that of the Council.

The Registrar of Vital Statistics is appointed by the Mayor, subject to the approval of the City Council. This department records and maintains records on births, deaths, and marriages within the City of Providence. This department also provides certified copies of these records for a fee and is also responsible for the issuance of marriage licenses, burial permits and licenses of clergy.

Residents in the City of Providence obtain their water from the Scituate Reservoir and its five tributary reservoirs. The system supplies water to two-thirds of the state's population. Currently, the average daily consumption is nearly 70 million gallons. The water system is administered by a Water Supply Board consisting of seven members, four of which are appointed by the Mayor and two by the City Council. The Finance Director serves as an ex officio member. Providence water is known for its high quality and comparatively low cost.
