Responsiveness to program/functionality – Will the park attract and welcome visitors? Can the park be built within the budget indicated?
Quality of Design – Does the design reflect a creativity and excitement? How does the design contribute to the understanding of the city now and in the future?
Site Integration – Do the uses encouraged by the design compatible with its surroundings? How well does the design serve as a symbol of the relationship between the waterfront and the city?
