

The Mayor's Substance Abuse Prevention Council (MSAPC) has been operating as an effective coalition, since it was formed by executive order #2003-05, issued July 29, 2003. Before this, the City of Providence operated a coalition created in 1987 called the Providence Drug and Alcohol Abuse Network. The Council is the lead drug and alcohol prevention voice and policy making body for the City of Providence.

The MSAPC is now a program within the city's Healthy Communities Office.
