Q. Is an individual that is a resident of another state but collecting unemployment from Rhode Island eligible to participate?
A. Yes, that individual would be a dislocated worker and eligible for services under this grant.
Q. Can the training under this grtant be conducted outside the cities of Providence and Cranstom
A. Yes, the RFP is for statewide services.
Q. Do the participants have to be residents of Providence or Cranston?
A. No, anyone that meets the definition of dislocated worker is eligible for services under this grant.
Q. Can a budget for the whole length of the contract?
A. Yes, training can start October 1, 2013 but can not start later than December 31, 2014. Proposal can include several modules with different start dates. The budget should match the program plan.
Q. The RFP package indicates that there needs to be some type of budget narrative, however there does not appear to be any dedicated form in the RFP package to do so. What type of form and information is needed for this narrative to complete the grant request.
A. The budget narrative is simply a verbal representation of the costs or charges for the grant. An example of this is if a person is working 20hrs per week at $30/hr for weeks and it is for a case manager. It just details, in writing what is in the budget pages.
Q. Will participants be required to go to Providence netWORKri for registration, eligibility and assessment?
A. Operational policy has not been written at this time.
Q. In other WIA procurements, the requirement for Financial Statements has been met with an Accounting System Certification Letter from our accountant stating that we have an established accounting system with internal controls adequate to safeguard their assets, insure that funds are accounted for by cost categories, check the accuracy and reliability of the accounting data, promote operating efficiency and permit compliance with Government requirements and accounting procedures with respect to Cost Reimbursement types of contracts. Please indicate if this is acceptable or, if not, what additional statements are required.
A An Accounting System Certification letter is acceptable. All findings, if any, must be addressed in that letter.
Q. Our cost reimbursement pricing is based on a fixed unit cost. Our understanding based on our research and experience is that Cost Allocation Plans only apply to not for profit agencies with multiple cost centers. Please clarify what, if anything, is required in the case of for-profit, tuition-based pricing in addition to the Accounting System Certification included in Question above.
A All proposals are required to include an approved cost allocation plan or another means of identifying the cost of services and how shared costs of a program are distributed to a particular cost item. There is no template for a cost allocation plan.
Q. Can there be a worksite specific OJT after the completion of classroom training?
A. Yes, OJT can be coupled with classroom training if a job requires specific skills not taught in the classroom training component.
Q. Can there be emplouer agreements with more than one employer?
A.Yes, there can be employer agreements with multiple employers.
Q. We will be proposing to conduct several modules of training. Is the budget for one training module or for the entire proposed training?
A The budget should reflect the trainining plan. If more than one training module is proposed the budget should be for the entire requested amount. The budget narrative can be used to explain the per module cost.
Q. Is Budget Section 1, Staff Positions, for only the hours dedicated to the proposed program or for the annual salary of the program staff?
A. The Staff Position of the budget should indicate the annual hours and the percentage of those hours dedicated to the proposed work plan shown on the budget worksheet as Percentage to Contract. The dollor amount is the amount chsrged to the contract. Extra pages can be added if necessary.
