On the ProvStat web site, you will learn about the ProvStat process, now in effect in over a
dozen city departments. You will read about how city departments are using actual statistics
and data to manage operations and improve service delivery.
You'll learn how data and information is making a difference in the day-to-day decisions,
tactics and strategies employed by city officials. And see the actual data that is driving those decisions.
Since ProvStat is an ongoing process, we will continue to add examples of and snapshots about the value of
this innovative management tool.
The City of Providence is committed to providing the highest quality services to all residents. By posting
data on the ProvStat web site, we hope to advance Mayor Cicilline's goal to share with city residents
how the challenge of running government more efficiently and effectively is being met.

ProvStat is Mayor Cicilline's ongoing initiative to gather and analyze
data about city government. It serves as a key management tool for the Mayor and other city
officials, enabling them to make more informed, data-based decisions.
ProvStat uses cutting edge technologies to capture more comprehensive, more accurate,
more detailed data about city services than has ever been captured before. This data serves
as the basis for discussion about everything from service delivery to quality of life in
Providence neighborhoods.
Simply stated, ProvStat is a way to look at city government through a different lens.
It is becoming increasingly useful to city department directors and others involved in
planning, resource allocation, and budgeting.
Among the data ProvStat raises are:
o work activity
o calls for service
o citizen requests and concerns
This data is used in ongoing conversations about quality of service as well as improvement strategies.

ProvStat was inspired by CitiStat, a highly
successful performance measurement and accountability system developed and implemented in Baltimore,
Maryland by Mayor Martin O'Malley.
Even before he took office, Mayor Cicilline developed the concept that would help Providence learn and
understand how the city was doing at any given time in fighting crime, educating our children, and
managing our finances. He named this effort, "ProvStat".
Since January 2003, a team of specialists has been gathering and analyzing data about city operations,
meeting regularly with the Mayor and city officials to present and discuss the data ProvStat has collected.

ProvStat is helping Providence:
o gather data for more informed, evidence-based decision-making
o by supporting strategies for improved service delivery
o reduce the cost of city government by introducing new efficiency measures
ProvStat data and analysis leads managers to think about current service delivery methods and
prompts questions like, 'How can we do better?' or, 'How does our progress compare with other cities?'
There is no question that improving the performance of city government will result in improving the
quality of life in Providence. However, improving performance relies heavily on having an objective
means for measuring city services. ProvStat is that means.
